Secretary for Transport and Logistics Mable Chan says the government will invite ride-hailing platforms to apply for service licences in August. This comes after the Legislative Council has completed examining the subsidiary law on the regulation of ride-hailing services.
Chan says platforms can receive their licences in November at the earliest. While the licence quota is capped at 10,000 in the initial phase, Chan stresses drivers must secure a third-party risk insurance before obtaining their permits. She says such policy will prevent grey areas because drivers can simultaneously provide their services on multiple ride-hailing platforms.
