SJ Paul Lam: AI-specific laws can be drafted by the end of 2026

The Policy Address has proposed reviewing AI-related legislation and deepfake technologies.

Secretary for Justice Paul Lam says he hopes dedicated AI-specific governance laws can be drafted by the end of the year.

The justice chief stresses the legislation needs to balance practical implementation and being forward-looking given the rapid development of AI. And given the usefulness of AI, a certain degree of flexibility will be ensured too during the legislative process.

The Policy Address also proposes establishing a dedicated task force to review the risks of minors using social media, Lam says he would tap opinions from all stakeholders, including children.

The government will also take reference from Australia's experience where similar laws have been in place for over a year.
