As the Legislative Council kicks off a three-day joint debate on motions involving Hong Kong's first Five-Year Plan and the Policy Address, Chief Secretary for Adminstration Eric Chan says the government will take the initiative to proactively deliver results from the blueprint.
On the first day of the debate, Chan in his opening remarks says the government would break down the macro directions laid out in the Five-Year Plan into concrete policy measures that are "visible and actionable."
Chan says implementing the inaugural Five-Year Plan is a massive and complex project and the key to success lies in concerted efforts of all sectors of society.
The debate is divided into six parts.
The first two sessions began with debates to strengthen policies such as the traditional four centres with some lawmakers spotlighted SMEs which are struggling financially amid an improving economy. On that, it is recommended the government include local SMEs in the overseas task force services.
On concerns about the government's timetable for submitting bills, some legislators also expressed hope that more time can be allocated for deliberation.
