The Hong Kong Bar Association Taskforce raises 50 suggestions for legal reforms pertaining to the fields of building management, competition as well as construction and industrial safety.
The HKBA proposed authorities must clearly define what aspects must be disclosed within the context of competition law if it seeks to criminalise bid rigging.
The task force also urged the government to remove parties involved in such criminal activities from existing bidding mechanisms.
On reforms for building management law, the HKBA suggested the law should define specific documents that have a legal effect for individuals with excess instruments of proxy.
The association had earlier submitted proposals for amending the Building Management Ordinance and the Competition Ordinance to the government and the Competition Commission respectively.
