Franklin Lam says HK's winning formula is executive-led government

Former Executive Council member Franklin Lam says on TVB's "Straight Talk" that Hong Kong's "winning formula" is an executive-led government.

Lam says: "A top down way to describe what today's situation is we are simply like the story about the hare and tortoise. We are the hare. We should (have won) the race by miles, but we fell asleep because we did not have the exectutive-led government until recently."

"And also until very recently, we've never had a strategic plan to identify where we should be going."
