Blue-covered 5 Yr Plan & green-bound Policy Address to be out Wed 11am

Chief Executive John Lee will unveil Hong Kong's very first Five-Year Plan and the administration's fifth and last Policy Address tomorrow with blue and green being their respective cover colours.

The city leader notes the five-year blueprint will map out Hong Kong's overall direction and long-term vision.

The five-year blueprint will adopt a blue cover, representing openness, progress and stability.

The new Policy Address will retain the green cover, symbolising policy continuity, vitality and hope.

Chief Executive JOHN LEE: "I want to make it very clear: the Five-Year Plan is not a planned economy. It is a plan which tells us where the strategic directions are. So when we each year roll out policies, then we also have to ascertain priorities, so that at the end of the five years, we will reach certain goals."

Lee says the Five-Year Plan and the Policy Address will be introduced at the Legislative Council in a concise manner for around two to three hours.

The government will publish a special booklet to facilitate the public's understanding of the contents and relationship between the two documents.

JOHN LEE: "People will be able to have the two documents together, look at what the blueprint says, look at what indicators there are, and how the Policy Address will roll out policies to implement that blueprint, and also set indicators, both binding and anticipatory, for all these goals to be achieved."

When asked whether the 20,000-dollar newborn baby incentives will be continued and if the progressive child allowances will be introduced, Lee says these policies will be touched on in the Policy Address.
