The Policy Address also proposes implementing a water supply network upgrade plan to accelerate the handling of aging water mains.

With multiple districts experiencing water pipe bursts affecting people's livelihoods in recent months, the Policy Address writes that over the next five years, 350 kilometres of aging water pipes with higher leakage risks will be replaced or "rehabilitated". Focus will first be placed on replacing cast iron and asbestos water pipes in districts with more public housing estates and elderly population, such as Shau Kei Wan, Wong Tai Sin and Kwai Tsing.

The target is to completely phase out cast iron and asbestos water pipes within ten years. Furthermore, water pipe valves will be replaced and installed to construct an intelligent water network closed-loop management chain, dynamically adjusting the water pressure of the supply network. Underground utilities information systems will also be utilized through 3D spatial analysis to enhance inspection and maintenance efficiency.

The existing cross-departmental task force will be upgraded to a steering committee, with the Development Bureau coordinating tasks such as water pipe replacement.
